The blast, which came as authorities have been trying to restart stalled peace talks with Taliban insurgents, occurred at the entrance of the National Civil Order Police in western Kabul, Najeed Danish, an Interior Ministry spokesman said.
“There were some civilians at the gate, and the suicide bomber detonated his explosives there,” Danish said.
Deputy Interior Minister Gen. Ayub Salangi said on his Twitter feed that 10 people were killed and 20 injured in the blast. He said most were civilians.
