Attaullah Khogyani, the governor’s spokesman, told Pajhwok Afghan News the incident took place in the Dawlatzai area of Chaparhar district at 9am.
He said the unidentified gunmen on motorcycles opened fire at the civilians, killing four of them -- all men. The attackers managed to flee.
