The blast occurred in the morning after an IED planted beside the house of a former official went off in Khair Khana Mina locality of the city, causing panic among residents.
"The obvious target of the blast was Raffiullah Gul Afghan, former member of Upper House of Parliament, but he was inside the house when the blast took place," a police official told Xinhua anonymously.
