The Special Inspector General for Afghanistan Reconstruction (SIGAR) released its latest quarterly report to Congress, outlining its findings from audits of various American aid programs in Afghanistan. The 259 page long report is revealing: despite gargantuan sums of money funneled to Afghanistan (it has received more aid than all Marshall Plan countries combined), there is much to be concerned about.
