While current Afghan President Hamid Karzai has refused to sign such an agreement, the Obama administration appears to be confident either of the two candidates seeking to replace him would do so.

Yep. The official spin is already 'Training and Support'. Only gives the Taliban, who will go from strength to strength in my opinion, more targets to keep attacking. This is utter chaos. I expect the new President will be pressured/bribed into signing the security pact.
