Final Details of Jirga Disclosed, But Disputed
"While organizers maintain that the list of participants for the Jirga is finalized, and members of Hezb-e-Islami, an anti-government group, are expected to attend, the Hezb-e-Islami leadership on Tuesday released a statement condemning the Jirga, and disputing the reports that party-members would participate.
The Loya Jirga is advisory, but expected to have de facto authority over whether or not the Bilateral Security Agreement (BSA) is signed by President Hamid Karzai.
Amongst other things, the BSA details the potential U.S. troop presence in Afghanistan after the NATO coalition withdraws in 2014, as well as other sensitive issues like criminal jurisdiction over that contingent. The pact, and the Jirga convened to discuss it, have both been subject to a variety of praises and criticisms."
